First Level Discipline: Hydraulic Engineering (0815)

I. Overview

Water Disaster and Water Safety belongs to the first level discipline of Hydraulic Engineering. It is a new discipline that combines basic research and applied research to meet the need of sustainable and harmonious development in the new period and serve water conservancy and environment engineering. The subject takes the academician Wu Zhongru as the academic leader. There are 12 doctoral supervisors, 15 professors and 7 associate professors. It mainly studies the formation mechanism, safety monitoring, prevention and control technologies, risk analysis, and safety management of floods and debris flows. Our university has obvious advantages in the aspects of prediction and prevention of water disasters, comprehensive evaluation of water project safety, disaster prevention and reduction technologies, and water safety management. Taking The State Key Laboratory of Hydrology-Water Resources and Hydraulic Engineering, the National Engineering Research Center for Water Resources Efficient Utilization and Engineering Safety and the Water Conservancy and Hydropower Engineering Safety Engineering Research Center of the Ministry of Education as the teaching and research platforms , the cooperation and exchange at home and abroad have been widely carried out. The subject has been responsible for many key projects of the National Natural Science Foundation of China, 863 Projects (the National High-tech R&D Program of China) and 973 Projects (the National Program on Key Basic Research Project), and international cooperation projects. It has won 3 second prizes for National Science and Technology Progress, 3 third prizes, 4 first prizes for scientific and technological progress at provincial and ministerial level, and dozens of second and third prizes. 12 monographs and hundreds of papers in important journals at home and abroad have been published in recent years, of which SCI, EI and ISTP account for about 20%. With the development of national economy and the utilization of water resources, the subject of water disaster and water security will face unprecedented opportunities and prospects.

III. Disciplinary team.

We have a strong academic force with a solid foundation. At present, we have a high-quality academic team with academicians and young and middle-aged doctoral professors in the majority. We have active academic and cooperative exchanges with foreign countries. At present, there are 12 doctoral supervisors, 15 professors and 7 associate professors. More than 70.0% of them already or going to have doctoral degrees. 

IV. Conditions and achievements in scientific researches.

1. Scientific research conditions.

The discipline has distinctive research directions which cover the main research fields. With a leading position among peers in colleges and universities, the discipline makes great contributions to the application of theory and the cultivation of talents. At the same time, with the annual funding for scientific research and 211 Project construction, there are a number of advanced experimental equipment, as well as books and modern communication facilities that can gain information at home and abroad. The research platform is the State Key Laboratory of Hydrology, Water Resources and Hydraulic Engineering, the Research Center of Water Resources Efficient Utilization and Engineering Safety and the Research Center of Water Conservancy and Hydro-power Engineering of Ministry of Education.

2.Scientific research achievements.

Join and in charge of the National High-tech R&D Program of China (863 Program), the integrated demonstrative project of the improvement of the aquatic environment quality in Suzhou, and the project of “Study and pilot-plant on the ecology restoration and the Non-point pollution control in zhenjiang urban rivers”.

Join and in charge of three the National Program on Key Basic Research Project (973 Program) (973 plan), including the seventh topic (2002 CB412707) of Research on the overall stability of geological engineering systems under multi-factor interaction, the subtopic among the fourth subject of G1999043400 titled Study on ecological effects of human activities and their effects on aridification (G1999043404, 1999-2004), the fourth topic of 2001CB309400 named Quantitative remote sensing information system and the demonstration of key and typical events concerning the hydrosphere in China, etc.

Join and in charge of one key program of Detection, monitoring and safety evaluation of major hydraulic buildings and two general programs including “Research on the application of radar rainfall data to real-time flood forecasting” and “The applied basic research on digital hydrology” all supported by the National Natural Science Foundation of China, “Study on the rock plasticity and porous media seepage” supported by the National Natural Science Foundation of China (NSF) Overseas Youth Cooperative Research Fund (formerly National Science Fund for Distinguished Young Scholars) (50128908), “Study on the Inverse Problem of Roller Compacted Concrete (RCC)” supported by the Trans-century Training Programme Foundation for the Talents by the State Education Commission, and “Study on the unsaturated soil seepage of solid waste landfillthe application to waste landfill and impervious system.         

The program of “Study on rock mechanics of ultrahigh slop environment in longtan hydropower projects” is supported by the Key Project of Chinese Ministry of Education (Key 0394). We have twelve funds at ministerial or provincial level. Besides, we have six National Key Technologies R&D Programs of China during the 9th and 10th Five-Year Plan Period, with “The optimization design of the safety monitoring system of Xiaowan arch dam” as an example.      We have hundreds of scientific research projects in the Yangtze, Yellow River and Taihu, as well as in the Three Gorges, the second beach, Xiaolangdi Reservoir and other places throughout the country.

The discipline has won three second-class and three third-class prizes of the National Science & Technology Progress Award as well as four first-class prizes and over twenty second-class and third-class prizes at provincial and ministerial level. It has published 12 monographs, hundreds of papers in major journals at home and abroad, of which SCI, EI and ISTP accounted for about twenty percent. It has published a specialized teaching material named Safety Monitoring Theory & Its Application of Hydraulic Structures for doctors and postgraduates.

V. Personnel training.

We have introduced and trained backbone talents for teaching and research. In 2004, we began to recruit doctors and postgraduates. In order to meet the needs of the discipline development, scientific researches and employers, the discipline requires the high quality of graduate training and degree-awarding, and cultivates outstanding senior talents.

VI. Prospects for subject development

The discipline of Water Disaster and Water Safety has wide prospect since it meets the needs of China’s socioeconomic development and the building of a harmonious society in the 21st century. On the one hand, with the rapid development of our national economy, we face daunting  challenges in the rational allocation and safe use of water resources. On the other hand, with the national Great West Development and the further exploitation and utilization of the water resources, a large amount of water and hydro-power projects will be built. A large amount of middle and senior trained personnel are needed especially in high dam with large reservoir in the West, South-to-North water diversion project, the reinforcement of numerous defective water projects. As a result, we need to strengthen the research on the formation mechanism of catastrophic water disasters such as flooding, drought and ecological deterioration, construct the assessment and safeguard system of water safety especially water resources, predict the risk of water safety and ensure the safe and efficient operation of water engineering on the basis of in-depth researches on the safety evaluation and the security monitoring of water engineering. The above not only meets the urgent need of sustainable developments of social economy and the construction of a harmonious society, but also provides a great opportunity for further developing the discipline of Water Disaster and Water Safety.

This discipline will give full play to its advantages, undertake more scientific researches and engineering projects, provide technical supports for engineering constructions, and train a group of high-quality doctors, masters and young academic leaders.
